Update on 31 March 2026 – EoI phase closes, HoA in May
The Expression of Interest (EoI) phase for the open season closed on 6 March 2026. VTTI and Höegh Evi received strong interest from a broad range of market participants, with total requested capacity significantly exceeding the terminal’s currently planned capacity.
VTTI and Höegh Evi are now preparing Heads of Agreement (HoA) for interested parties, expected around May 2026. Parties that submitted an EoI will need to register as potential users in order to receive the relevant documentation.

The open season is a transparent and non-discriminatory process through which Zeeland Energy Terminal (ZET) invites market participants to express interest in future capacity. It provides a structured opportunity to engage in potential commercial participation as the project progresses towards final investment decision.
Energy producers, portfolio players, traders, industrial users and other interested parties are invited to participate in the open season by submitting a non-binding expression of interest.
To participate in the Expression of Interest (EOI), companies must first request the online application form by emailing info@zeelandenergyterminal.com. Once received, the application form must be filled in and sent back to participate. The open season will remain open until March 6.
The open season will remain open until March 6, 2026. Participants are encouraged to submit their Expressions of Interest (EOI) before this date.
Expressions of Interest (EOI) are non-binding and are submitted for information-gathering purposes only. Submission of EOI does not create any obligation on the part of the project sponsors to proceed with a transaction, enter into agreements, or engage with any party submitting an EOI.
EOIs will be reviewed by the project team and market insights gathered will be used to further shape the terminal design and commercial framework. This may be followed by further engagement with selected parties as part of the ongoing project development and permitting process. To submit an EOI, please follow the guidance above.
